Ministry of Finance (Bangladesh)

The Ministry of Finance (অর্থ মন্ত্রণালয়, Artha Mantraṇālaẏ) is the ministry of the Government of Bangladesh responsible for public finance: fiscal policy, the national budget, taxation, public expenditure, government borrowing, external resources and the regulation of financial institutions. It is organised into four divisions — the Finance Division, the Economic Relations Division, the Internal Resources Division and the Financial Institutions Division ²³. Its official website is `mof.gov.bd` ⁸.

Head of the ministry

As of 19 September 2026, the Minister of Finance is Amir Khosru Mahmud Chowdhury, MP, who assumed office on 17 February 2026 ¹. The same office-holder also holds the Planning portfolio, as Minister of Finance and Minister of Planning, from the same date ¹.

According to the ministry’s own published profile, the Minister was first elected to Parliament for Chittagong-8 in 1991, served as Minister of Commerce from 2001 to 2004, and was founder and a former chairman of the Chittagong Stock Exchange ¹. That profile is a self-reported statement by the ministry and is attributed as such.

The National Board of Revenue sits under the Internal Resources Division, and the Secretary of that division is its ex-officio chairman ³. The Financial Institutions Division handles top-level appointments of the central bank, the securities and insurance regulators and the microcredit regulator, and of the state-owned banks ⁶. The Economic Relations Division signs project agreements with development partners on behalf of the government ⁷.

The national budget

The most recent national budget is for fiscal year 2026–27 (July 2026 – June 2027). The following figures are as reported:

• Total size: Tk 9,38,000 crore (Tk 9.38 trillion), an increase of 19 per cent over the FY2025–26 budget of Tk 7,90,000 crore, and equivalent to 13.7 per cent of projected GDP ⁴.
• Presented on 11 June 2026 by the Finance Minister in the Jatiya Sangsad, and passed on 30 June 2026 ⁴⁵.
• Deficit: Tk 2,43,000 crore, or 3.6 per cent of GDP ⁴.
• Revenue target: Tk 6,95,000 crore, of which the National Board of Revenue’s target is Tk 6,04,000 crore ⁴.
• Annual Development Programme: Tk 3,00,000 crore (Tk 1,90,000 crore from government financing and Tk 1,10,000 crore from foreign loans and grants); including self-financed projects of autonomous bodies the outlay totals Tk 3,08,924.83 crore ⁵.
