Finance Division (Bangladesh)

The Finance Division (অর্থ বিভাগ, Artha Bibhāg) is one of the four divisions of the Ministry of Finance of Bangladesh ². It is the division within which the national budget is prepared and through which non-development public expenditure is managed and controlled, and it is headed by a Secretary. The Ministry of Finance’s website renders under the heading "Finance Division, Ministry of Finance" ¹.

Secretary

As of 19 September 2026, the Secretary of the Finance Division is Dr. Md Khairuzzaman Mozumder, appointed in August 2023 ³⁴. His continuing tenure is evidenced by an official Economic Relations Division document dated 1 April 2026, which describes him as "Secretary, Finance Division and Alternate Governor of Bangladesh to MIGA" ³. The exact date on which he took office was not verified (see Verification notes).

Functions

The Finance Division’s documented functions within the budget cycle are:

• Budget preparation. Together with the Planning Commission, the Finance Division formulates the Annual Development Programme; the ADP for fiscal year 2026–27 was formulated by the two bodies at Tk 3,00,000 crore ⁵.
• Expenditure management and control. Non-development expenditure is channelled through the division, and its expenditure demands are placed before Parliament as demands for grants; the Finance Division is listed among the divisions whose demands were voted on the FY2026–27 budget ⁶.
• Representation on financial bodies. The Secretary, Finance Division serves as a director on the nine-member Board of Directors of Bangladesh Bank ⁷.

The Controller General of Accounts (CGA) establishment serves the Planning Division and the Statistics and Informatics Division from CGA Bhaban, as recorded in an official order of 20 July 2026 ⁸.

Distinctions that are frequently conflated

• The Office of the Comptroller and Auditor General of Bangladesh (C&AG) is a separate constitutional office, listed separately from the Finance Division in the FY2026–27 demand-for-grants schedule. It is not part of the Finance Division ⁶. Part VIII of the Constitution contains the corresponding provisions on public accounts and on the laying of the Auditor-General’s reports before Parliament ⁶.
• Appointments to Bangladesh Bank and the financial regulators are processed by the Financial Institutions Division, not the Finance Division ⁶.
• The Investment Corporation of Bangladesh falls administratively under the Financial Institutions Division, not the Finance Division ⁶.
