Financial Institutions Division (Bangladesh)

The Financial Institutions Division (FID; আর্থিক প্রতিষ্ঠান বিভাগ, Ārthik Pratiṣṭhān Bibhāg) is one of the four divisions of the Ministry of Finance of Bangladesh ². It is the division that administers the country’s banks, non-bank financial institutions, insurance companies and financial-sector regulators, and that processes the top-level appointments in those institutions. Its official website is `fid.gov.bd` ⁶.

Secretary

As of the last verification in early 2026, the Secretary of the Financial Institutions Division is Nazma Mobarek, appointed on 30 October 2024 by a transfer order of the Ministry of Public Administration. She is a 13th-batch BCS (Administration) officer ¹. Her tenure is evidenced into 2026 by the Bangladesh Bank Annual Report 2024–25, which is addressed to "The Secretary, Financial Institutions Division" ⁴, and by her service as a director on the Bangladesh Bank Board ³. Whether she remained in post through September 2026 was not verified (see Verification notes).

Institutions within the division’s remit

The division’s remit covers both the regulators and the state-owned financial institutions:

• Bangladesh Bank — the central bank
• Bangladesh Securities and Exchange Commission (BSEC)
• Insurance Development and Regulatory Authority (IDRA)
• Microcredit Regulatory Authority (MRA)
• Sadharan Bima Corporation (general insurance) and Jibon Bima Corporation (life insurance)
• The state-owned commercial banks — Sonali, Agrani, Janata and Rupali — for whose chairs, directors and managing directors the division handles appointment, subject to approval by Bangladesh Bank ¹.

The division also serves as a member of the Board of Directors of Bangladesh Bank through its Secretary ³.

Appointments

The division’s appointment role is documented in the 2026 change of central-bank governor: the notification appointing Md Mostaqur Rahman as the 14th Governor of Bangladesh Bank in February 2026 was issued by the Financial Institutions Division, signed by its Secretary, by order of the President ⁵⁷.

History

The division’s own institutional history, as reported, is as follows: a banking division was first created under the Ministry of Finance in 1994 (its first secretary being A.T.M. Shamsul Huda); it was abolished in 1998; it was re-created on 6 January 2010 as the Bank and Financial Institutions Division (ব্যাংক ও আর্থিক প্রতিষ্ঠান বিভাগ); and it was renamed the Financial Institutions Division in May 2017 ¹.

Verification notes

• The current Secretary as of 19 September 2026 was not verified. The latest explicit confirmation of Nazma Mobarek in post is from early 2026 ³⁴; no post-February-2026 continuation or replacement notice was located.
• Bangla names, mandate text and staffing could not be read from the division’s own site: `fid.gov.bd` is client-rendered and returned no readable content to a direct fetch ⁶. The Bangla name used above and the description of the division’s remit rest on National Portal listing and reporting ²¹.
• The enabling instrument creating the division in 2010 and the notification renaming it in 2017 were not retrieved as primary documents; the history above is as reported ¹.
